Position Summary: Under the general supervision of the Family Health Section Chief and operational supervision of the Children and Youth with Special Health Care Needs (CYSHCN) Unit Supervisor in the Bureau of Community Health Promotion (BCHP), Division of Public Health, WI Department of Health Services, in collaboration with the Wisconsin State Laboratory of Hygiene (WSLH) Co-Directors, this position provides general oversight and coordination of the blood screening activities in the Wisconsin newborn screening (NBS) program. This position works collaboratively with point of care screening program staff; such as hearing and critical congenital heart disease (CCHD). Specific responsibilities include; coordination of day-to-day activities of the CYSHCN NBS blood screening program, policy development, review and monitoring. Working with the WSLH, DHS NBS staff, and internal and external partners to the NBS Program. Partners include but are not limited to; hospitals, birth attendants, in and out of hospital, clinical consultants, Wisconsin Hospital Association, other specialty associations and organizations--March of Dimes, American Heart Association, Wisconsin American Academy of Pediatrics, American Congress of Obstetricians, Wisconsin Association of Perinatal Care, dietitians, primary care providers, state, regional and local health departments, and community-based organizations.
This position in collaboration with and under the expertise of the Maternal Child Health Chief Medical Officer manages the advisory, nomination, and removal structure of new conditions to the NBS blood program. This includes coordination of all expert panel sub-committees, the umbrella committee, and the Secretary's Advisory Committee. This includes assisting with rulemaking, writing and monitoring of adherence to statute; serve as the primary statewide communication link for NBS blood program and provides information and assistance to program partners. This responsibility also includes; coordination of the development, review, and identification of appropriate health education materials, strategies, and methodologies and assists program staff with training related to newborn screening. This position also administers and monitors Congenital Disorders/NBS and specialty dietary (SDT) products through NBS clinic contracts, and specialty centers and monitoring of SDT activities and funding.
Assists program staff in the coordination of the implementation and surveillance of a system of quality assurance measures for the NBS blood program; assists program staff with the coordination and review of ongoing clinical care and program reporting and evaluation of infants identified as having one of the congenital disorders detected by the Wisconsin NBS blood program and assists program staff with budget monitoring and report writing as needed.

Additional Information: Overall Function: Coordination of the Wisconsin Newborn Screening (NBS) blood program in collaboration with NBS program team. This includes coordination of the NBS blood program advisory structure including, expert subcommittees, umbrella committee and Secretary's Advisory Committee on NBS, contract administration, policy development and review, program evaluation and quality improvement, and NBS education and communication, in addition to other programmatic functions and duties as needed.
