University of Maryland University College (UMUC) is seeking an Assistant Vice Provost for Academic Assessment within the Office of the Provost. Reporting to the Associate Vice Provost for Accreditation, Compliance, and Reporting, the Assistant Vice Provost for Academic Assessment (AVP) provides direction and oversight to the university's academic outcomes assessment processes and reporting. This position is responsible for leading, developing, and managing the university's academic assessment processes to ensure effective procedures and reporting on the quality of student learning, which includes program and general education outcomes assessment. The AVP will be a forward-thinking and innovative leader with a commitment to problem solving, developing creative solutions, and improving practices.
Specific accountabilities include:
  • Builds and facilitates a culture of evidence, assessment, and continuous quality improvement across the institution.
  • Provides expertise and support to administrators, faculty, and staff for continuous academic program assessment as well as contributes knowledge of new, cutting-edge assessment approaches based on industry best practices.
  • Provides leadership and expertise in the development and implementation of a comprehensive system for assessing effectiveness of the university's academic programs.
  • Provides expertise in designing, developing, implementing, and maintaining a systematic and sustainable process and infrastructure for assessing student learning outcomes at all levels within the university, including academic and co-curricular areas; and helps integrate academic assessment findings into the larger framework of other institutional planning and assessment activities.
  • Provides leadership and expertise in quantitative and qualitative assessment techniques, survey methodology, and the application of psychometrics in postsecondary education to measure outcomes and yield data for continuous improvement.
  • Serves as an institution-wide resource in developing models for institutional and program-level assessment of student learning; and consults and advises with any academic unit regarding student learning outcomes assessment methodology, including academic workshops, one-on-one meetings with faculty and program chairs, attendance at faculty meetings, and as otherwise needed.
  • Assesses needs of institutional units and oversees development of an in-house program to provide training and professional development/institutional capacity building on best practices and methodologies in assessment for a broad range of institutional stakeholders.
  • Integrates meaningful assessment activities and results with accreditation processes and prepares/reports evidence in support of university and programmatic accreditations.
  • Ensures annual reporting of academic program assessment results; tracks improvements to programs and student metrics that are a consequence of assessment; in collaboration with Associate Vice Provost for Accreditation, Compliance and Reporting, analyzes and reports on assessment data for internal (e.g. academic program review) and external (e.g. Maryland Higher Education Commission) purposes; writes annual university-wide report on student learning, and organizes and convenes annual institutional assessment summit for university stakeholders.
  • Participates on the institutional Assessment Steering Committee and other workgroups as needed.
  • Other job-related duties as assigned.
Required education & experience: An earned Master's degree in a closely related field from a regionally accredited institution of higher learning; at least seven (7) years of assessment experience, including at least three (3) years of academic leadership in higher education; oversight of programmatic assessment, experience in assessment methodology, educational research design, accountability issues, as well as student learning outcomes.
Preferred education & experience: An earned doctoral or terminal degree from a regionally accredited institution of higher learning; evidence of academic leadership in a non-traditional institution of higher education and with adult learners; quantitative and qualitative research methods skills, including design, data collection, statistical analysis and reporting; proven experience and application of assessment principles, tools, and best practices in higher education through the design, organization and management of complex assessment projects focused on innovative and authentic assessment of student learning and improvement of the student educational experience; excellent interpersonal and oral communication skills, including ability to communicate complex issues to a variety of internal and external audiences, with emphasis on translating data into meaningful and actionable information; demonstrated ability to thrive in a dynamic, fast-paced environment, and respond rapidly to change.
