Johns Hopkins University has a $5 billion annual operating budget and a $200 million annual capital budget. The University is made up of nine academic divisions, Sheridan Libraries, the Applied Physics Laboratory and several independent institutes.

The Office of the VP for Planning and Budget works collaboratively across the University to support high-level strategic planning issues and initiatives and includes the Strategic Initiatives team (this position), as well as the University Budget Office (manages the development, monitoring and analysis of the university’s operating and capital budgets and five year plans) and the University Administration Business Office (oversees financial planning, analysis and reporting for the university’s central administration business units).

The Strategic Initiatives team is an internal consulting team whose work informs decision-making among senior leadership on a wide range of financial strategy and policy issues. The team works to provide analytic capacity and project management services on issues and initiatives of interest to university leadership at the division and university levels.

Key Position Responsibilities:
  • Analyze and synthesize complex financial data and trends, using university systems, databases and standard software packages
  • Conduct in-depth research and analysis on financial, organizational and budget issues to provide senior leadership with information and recommendations
  • Develop presentation materials and memoranda in order to communicate context, findings and recommendations to senior university leadership
  • Establish strong partnerships with Divisional Budget Officers (DBOs) and other key staff in the academic divisions and university (central) administration.
  • Work independently to manage multiple tasks/assignments simultaneously


  • Qualifications

    Bachelor’s degree in business, economics, accounting or related field required. A demonstrated knowledge of financial planning, budgeting and analysis. A Master’s degree in finance, business, public administration or a related field is preferred. A minimum of five years related financial experience is required. Additional education (Master's in a related field) may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

    JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

    Knowledge, Skills and Abilities:
    • Applicant should also have collaborative working style with excellent consultative, project management, analytic, problem solving, and presentation skills
    • Demonstrated skills in quantitative financial analysis, including the development of financial models used to forecast financial results under different scenarios
    • Must have strong knowledge and skills in Microsoft Excel
    • Well-developed written and verbal communication skills
    • Must be well organized, flexible, and able to manage multiple challenging projects simultaneously in a fast-paced work setting
    • Must have ability to build strong relationships with people at all levels of the organization
    • Working knowledge of general accounting principles and practices and previous higher education experience is a plus
