The Vice President for Finance and Administration division is seeking a Strategic Sourcing and Operations Manager for Procurement Services.

Established in 1804, OHIO University is the oldest public institution of higher learning in the state of Ohio & the first in the Northwest Territory. Located in the scenic Appalachian foothills, its classic residential campus in Athens, Ohio, is one of the most attractive in the nation.

The Strategic Sourcing and Operations Manager of Procurement Services will direct strategic analysis of all Procurement related activity for the university, both transactional and strategic.

Duties include:

Serves as departments sourcing strategy leader. Demonstrates expertise with respect to all procurement concepts, policies and procedures and serves as primary lead on RFP and competitive events.

Responsible for evaluating change, improvement, lean processes and efficiency analysis.

Serves in a consultative nature to colleges and business units on opportunities for cost savings in the procurement of goods and services. Works with units to develop and streamline procurement and technical business processes to achieve cost savings, compliance, and efficiencies.

Identify, target, and execute opportunities for strategic sourcing.

Effectively anticipate customer needs and respond positively and proactively, developing strategies to assist the customer in carrying out their core functions.

Develop, design, implement, and enforce cost effective, ethical and transparent sourcing protocols for the university.

Analyze and report out on multiple sources of data such as commodity, market trends, and historical business spend to identify opportunities that will support the campus-wide strategic business sourcing, MBE/EDGE, PCard usage and patterns, and partnership initiatives. Develop sound recommendations and document the supporting arguments. Develop and prepare associated presentation spreadsheets and materials for presentation in all areas of campus up to and including the board of trustees.

Analyze university utilization and consumption patterns for key commodities and services to help identify opportunities to leverage campus buying power, standardize best practices and products, and streamline procurement processes to meet the Universitys best interests.

Work with University purchasing staff, Prevailing Wage Coordinator, and other committees formed to evaluate specific sourcing initiatives by assisting in cross-functional commodity teams, capturing preliminary research data to facilitate committee discussion, and reviewing issues. Provide the necessary data and analysis, as needed, during the committee review process to assist in implementing successful business strategies that will help reduce costs, enhance product and service quality, and improve responsiveness and flexibility.

As part of any overall analysis, evaluate and report opportunities for consolidation of vender spend to create strategic business partnerships that can be executed through the SciQuest portal to maximize service and flexibility to end-users.

Supervises work of 2 Commodity Managers and 2 Buyers.
