Position Responsibilities

Position Summary
The Environmental Data Manager will work with statewide researchers in the NSF EPSCoR Research Infrastructure Improvement (RII) grant entitled “Managing Idaho’s Landscapes for Ecosystem Services (MILES). The Environmental Data Manager will ensure that the research data developed and generated by MILES researchers are securely archived, documented, and made discoverable and accessible to researchers and the general public. The Environmental Data Manager will work with the MILES Cyberinfrastructure (CI) team to ensure that MILES researchers adhere to the existing MILES Data Management Plan and Data Sharing Policy. This position will work alongside existing data management specialists within the Northwest Knowledge Network (NKN), a data management enterprise at the University of Idaho.


Job Duty Function
Provide Data Management Leadership for people and programs within EPSCoR MILES

Job Duties/Responsibilities
Evaluating legacy and contemporary data sets relevant to the EPSCoR MILES project.

Liaison with statewide EPSCoR MILES researchers to acquire data, document data with standard metadata, and ingest the data into approved data repositories.

Collaborating with EPSCoR MILES CyberInfrastructure (CI) leadership team in the development and adoption of data management standards, practices, policies, and procedures.

Designing and developing systems / processes to enable and ensure compliance with any adopted EPSCoR MILES data management policies.

Analyzing, developing, and maintaining a standards-based metadata repository.

Ensuring interoperability with existing Idaho data sharing repositories (Northwest Knowledge Network (NKN), INSIDE Idaho, Idaho State University’s GISTrec, Boise State University Geoportal).

Ensuring interoperability with external data sharing networks (e.g. DataONE, CUAHSI-HIS, LTER, CZO, etc.).

Leading effort to develop a shared online collaborative environment across the project.

Building cyberinfrastructure networking and collaboration capacity among Idaho universities (UI, ISU, BSU) and colleges.

Co-authoring technical sections in publications and proposals being developed by EPSCoR MILES researchers.

Disseminating data to researchers and stakeholders and developing/testing user interfaces.

Designing, maintaining, documenting, and monitoring processes and workflow relating to data acquisition, data maintenance, and data integrity.

Ensuring data management compliance with Federal and State privacy regulations.

Minimizing the use of Sensitive Personal Information (SPI) where possible and participating in training and certification on handling sensitive data.

Reporting any undocumented SPI processes to the NKN Technology and Data Services Manager.

Educating MILES researchers and stakeholders on how to access and use regional data management, data visualization, and cyber-collaboration systems and tools.

Engaging data managers and cyberinfrastructure leads at partner institutions in all CI/data management activities.

Position Qualifications

Minimum Qualifications

Requires a Bachelor’s Degree (Computer Science, Management Information Systems (MIS), or data-intensive domain science), or equivalent experience. Minimum five years of demonstrable experience with databases, web-based information management systems, or GIS systems


Masters Degree in related area plus 2 years of related experience in areas listed above

Excellent Written/Verbal Communication and interpersonal skills

Willingness and ability to travel to the various research universities within Idaho to meet and work with researchers and stakeholders in order to provide training/guidance and assistance on managing MILES data.

Self-Motivated team-oriented attitude
Preferred Qualifications

Experience with the following technologies:
• MySQL, PostgreSQL, Microsoft SQL Server, or similar
• Web Development with Drupal or similar content management system (CMS)
• Proficiency in one or more of the following programming languages: Perl, Python, PHP, Java, SQL.
• Scientific and Geospatial Metadata Standards (e.g. ISO-19115, FGDC, EML, etc.)
• GIS systems (e.g. ESRI ArcGIS, Geoportal Server, etc.)
• UNIX operating systems, especially Linux.
• Apache HTTPD and Tomcat servers
• Software configuration and versioning tools such as: CVS, Git, Subversion, etc.

Demonstrable experience with academic, scientific research and working with scientific researchers.

Ability to: work independently and with teams; work effectively with people of diverse backgrounds and levels within the organization; work weekends, after regular business houses and holidays; possess valid driver’s license.
