Electronic Records/Information Technology Project Manager

The Library and Information Services (LIS) division of the SUNY College at Plattsburgh welcomes applications from motivated, service-oriented professionals for the position of Information Technology Project Manager. This full-time 12 month position will partner with LIS functional leads to provide leadership and direction for divisional Information Technology project management activities and managing key IT projects within LIS, while establishing, measuring, and reporting critical success factors and key performance indicators.
Responsibilities include: Serving as project leader for the Electronic Records Management project and for other select projects; overseeing project budgets and expenditures; defining scope, goals, deliverables, timelines, tasks and resource requirements for multiple projects; assisting in needs assessment, capacity planning, and feasibility studies; communicating progress and other important information to project stakeholders, sponsors, and management; defining and measuring appropriate levels of quality assurance and conducting project assessments; and ensuring that project results meet requirements regarding quality, reliability, schedule, and cost. The project manager also oversees and coordinates any work performed by outside vendors and is responsible for all change-management activities. Some overnight and potentially multi-day travel will be required, as will some evening and weekend work.
Required Qualifications: At the time of appointment, the candidate must possess a four-year degree in Computer Science, Business Administration, Project Management, or in another discipline with commensurate experience; a minimum of five years of progressively responsible experience implementing and managing large scale, enterprise-wide projects as a technical analyst, project manager or similar role; experience working with functional units to determine their technical needs; experience performing needs assessments and developing requirements specifications; experience in budgeting and purchasing; advanced skills with business automation software, e.g. MS Office, PM tools, etc.; and excellent oral and written communication skills.
Special Requirements: Willingness and availability for some overnight and perhaps multi-day travel, as well as to perform some evening and weekend work.
Preferred Qualifications: Experience in managing and/or implementing document management and/or electronic forms projects; knowledge and experience working in a higher education environments in areas dealing with enterprise information technology management and support; experience in application design, requirements specification, and software development; certification (or in process) in Project Management Professional (PMP), or equivalent; and experience working with Agile/Scrum Teams.
Salary: $50,000 minimum salary, plus excellent benefits.
