The purpose of this position is to help maximize the effective use of the health centers finances through coordination and oversight of all facets of the health centers operating and reserve budgets and to strive for continuous improvement and efficiency. This is a senior administrative position requiring sound knowledge of accounting principles, critical thinking skills, budget development, analysis and execution. Performs executive-level professional duties developing, directing and evaluating a complex financial and managerial accounting system for a multi-faceted health care facility including 5 major divisions with 18 operating departments and more than 140 employees. Divisions include: 1)Thomson Health Center (general medicine, women's care, psychiatry, pharmacy, lab, x-ray, physical therapy, sports medicine, allergy/immunization and travel clinics, first responders, patient support services and health insurance office), 2) Psychiatric and Counseling Services (PACS), 3) Campus Wellness, 4) Sexual Assault and Violence Intervention and Prevention and 5) Healthy Carolina. Patient volume exceeds 400 patients/clients daily. Revenue is generated through student health fees, fee-for-service, health insurance filing, interdepartmental transfers and grants.


Primary responsibilities: conduct and administer complex fiscal operations, including accounting, planning budgets, authorizing expenditures, establishing rates for services, overseeing the process to file health insurance claims, and coordinating all facets of financial operations. This position requires complex analysis, and budget planning. Incumbent will participate in short and long term budgeting, strategic planning, and policy development and implementation and provide historical data and projections as required for budget development and planning. Coordinates the development and maintenance of electronic systems and procedures utilizing the health centers electronic medical record and the University web-based systems for financial operations. In addition this position will continue to develop and maintain pro forma budgets for new construction and renovation, beginning with a 64,000 square foot state-of-the-art health care facility. Incumbent will provide high level leadership concerning areas/issues that are often of a non-standard nature and may require immediate attention and the highest levels of discretion and confidentiality, as well as significant judgment, tact, and diplomacy, and the ability to work effectively with multiple constituencies. Coaches and evaluates employee performance and provides guidance and feedback to assigned staff. Incumbent will also have some responsibilities related to the maintenance of accreditation and quality improvement activities within the financial areas. This position is considered mission critical and must report to duty during campus emergencies as outlined by the Emergency Operations Plan.
