Administrative Analyst Specialist I, Exempt #130200
Human Resources Management - Payroll Services Unit
Salary Range: $3897 - $5847/Monthly
Work Schedule: Full-time. Monday - Friday, 8:00 a.m. - 5:00 p.m. Exempt classification.
Essential Job Functions: Under the general direction of the Payroll Director, the CMS (Common Management Systems) Payroll Analyst will provide training, guidance, and assistance to the Payroll Technicians in auditing, analyzing, and processing CMS transactions. Incumbent will test new CMS releases and upgrades; work with Administrative Technology and Information Technology System to ensure test scripts are comprehensive; troubleshoot and resolve complex issues involving CMS releases and processing; attend all meetings related to Time and Labor, Labor Cost Distribution, Absence Management and GET, including meetings for new releases and upgrades; assist in identifying security issues associated with multiple users (timekeepers) in Time and Labor, Labor Cost Distribution, or Absence Management; create campus calendars and payroll dates; work with Academic Affairs on academic dates; compare personnel/payroll information management system transactions with PeopleSoft database; research and assist in the clean-up of both databases; ensure accuracy of the general salary increase/service salary increase upload, probation to permanent file load; process and complete a full range of payroll/personnel transactions for all categories of employees; assist the payroll technicians in researching and applying appropriate interpretations of CSU policies, state and federal laws, education codes, and collective bargaining agreements to ensure compliance; assist the Payroll Director in developing detailed reconciliation procedures for all processes; and assist the Payroll Director in developing training manuals for payroll processing, Time and Labor, Labor Cost Distribution, Absence Management and other related processes.
Required Qualifications and Experience: Three to five years of full time experience in preparing and processing complex payroll/personnel transactions. Two years of full time experience in HR PeopleSoft system. Intermediate experience using Excel, Word, PowerPoint, and the Internet. Incumbent must be a team player with orientation towards exceptional customer service and timely follow-up; strong analytical problem solving skills; strong math skills; sound judgment; strong verbal and written communication skills; and strong analytical problem solving skills. Incumbent must demonstrate an interest or ability in working in a multicultural/multiethnic environment. Fingerprinting will be taken and checked by the California Department of Justice and FBI.
Desired Qualifications: A bachelors degree from an accredited four-year college or university in accounting, business or finance. Two years experience in payroll system report writing and file transfer. Thorough knowledge of payroll procedures manual, Personnel/Payroll Information Management System (PIMS), Campus Information Retrieval System (CIRS). Familiarity with Title 5 Education code.
