Job Description: The Assistant Vice President for Finance and Planning reports directly to the Vice President and Chief Financial Officer and serves as a key advisor to the VP/CFO, and other senior staff regarding campus fiscal affairs and administrative operations. The VP/CFO Division includes the offices of Budget, Finance & Accounting, Contracts & Grants and Purchasing. The incumbent assists the VP/CFO and the Assistant VP for Budgets in implementing improvements to budgeting and reporting tools used by the University. The incumbent directs business process reengineering efforts identified by the VP/CFO and acts as liaison to Colleges, Finance & Accounting, Contracts & Grants, Training & Development and UFIT-Enterprise Systems. The Assistant Vice President for Finance and Planning represents the VP/CFO on university governance committees. The Assistant Vice Presidentduties include but are not limited to: 1) Directs the universityBusiness Process Reengineering effort in collaboration with the Vice President and Chief Financial Officer. 2) Assists the CFO and Assistant VP for Budgets in implementing and maintaining the universityResponsibility Center Management (RCM) process. Chairs the RCM Budget Council that reviews Support Center annual budget requests. Establishes standards and procedures for accurate data capture in the budgeting cycle to ensure data integrity 3) Establishes and administers systems to provide data and tools that enable responsibility center support units, and Principal Investigators of Grants, with forecasting and managing budgets and expenditures within RCM 4) Oversees the annual development of Fringe Rates for F&A proposal to DHHS 5) Represents the VP/CFO on a number of advisory committees 6) Oversees the monitoring of university resources to ensure compliance with applicable laws, regulations, policies and procedures, work closely with Finance & Accounting to institute departmental reporting systems 7) Assists in developing and delivering financial training for university personnel 8) Collaboration and cross training with Director of University Budgets, Assistant Director, and Coordinator (Hyperion, RCM allocation, etc.)
Minimum Requirements: Master's degree in an appropriate area of specialization and six years of appropriate experience; or a bachelor's degree in an appropriate area of specialization and eight years of appropriate experience.
Preferred Qualifications A Masters degree in public administration, accounting, finance, higher education administration or comparable credentials is preferred. The applicant should have a strong knowledge of business procedures in UF colleges and departments and have an appreciation for the efforts of the faculty. In addition, the successful candidate should: Be a strong effective communicator Have highly developed, demonstrated teamwork skills The ability to coordinate the efforts of a large team of diverse employees Have a demonstrated ability to increase productivity, and continuously improve methods, approaches, and departmental contribution. Commitment to continuous learning Have a Demonstrated ability to see the big picture and provide useful advice and input across the university. Have familiarity and skill with financial reporting and budget and forecasting tools, with a strong understanding of university finances Have experience in, and understanding of, the mission, challenges, and governance in large public higher education institutions Have a minimum ten years of progressively responsible positions and accomplishments in financial management and administrative operations.
