Scope of Job:
To develop, maintain and oversee the Radiation Safety program, as well as Laser Safety and MRI Safety and ensure compliance with all federal and state rules and regulations, including inspections, training, and incident investigations. Oversee quality assurance for all radiation safety related programs (Ionizing and Non-Ionizing radiation). Responsible for all University's Radioactive Material licenses and registrations.

Description of Duties:
  • Acts as Radiation Safety Officer (RSO), Laser Safety Officer (LSO), and MRI Safety Officer (MRSO) for all UTRGV licenses and registrations.
  • Applies, obtains, and maintains all Radioactive Material Licenses and registrations, such as, Medical Use Radioactive Material License, Nuclear Medicine, Non-Medical Use Radioactive Material License, Medical X-Ray Registration, Industrial X-Ray registration and Laser Registration in Academic, Research, and Clinical environment.
  • Interprets new and existing regulations, advises leadership on technical and regulatory issues regarding the strategic direction of the radiation safety program applies strategic measures as appropriate.
  • Serves as primary contact with the Texas Department of State Health Services - Bureau of Radiation Control for any matters pertaining to all relevant UTRGV licenses and registrations.
  • Performs essential functions of a Health Physicist for all radioactive material licenses and registrations including oversight of the Radiation Safety Program.
  • Oversees the use of radioactive materials at University facilities through the management of radioactive materials licensing, radiation laboratory survey, and radioactive waste management programs. Reviews and approves requests for radiation permits.
  • Oversees quality assurance of the reviews of the research laboratory radiation safety inspections reports.
  • Evaluates and ensures compliance with established radiation safety standards, procedures, and policies.
  • Develops, implements, and documents corrective action if violations of regulations, license conditions or program weaknesses are identified.
  • Works with all radiation personnel including medical physicists, oncologists, dosimetrists, and imaging professionals to ensure compliance with applicable regulations.
  • Ensures that all required inventories, radiation surveys and leak tests are performed and documented in accordance with applicable rules and regulations.
  • Ensures individual monitoring devices are used properly by occupationally exposed personnel, records kept of all monitoring results, and timely notifications made in accordance with Texas rules and regulations.
  • Oversees and ensures the proper storing, labeling, transport, use, and disposal of sources of radiation, storage, and/or transport containers.
  • Oversees and/or performs activities centered on radiation equipment and instrumentation such as evaluation and selection of equipment and instrumentation purchases, calibration of equipment and assuring equipment is maintained and repaired as needed for its proper function.
  • Provides training on proper and safe use of equipment and instrumentation to technicians.
  • Ensures personnel are compliant with the license and registration’s conditions, for all operating, safety, and emergency procedures.
  • Assumes control and initiates, recommends, or provides corrective actions, including shutdown of operations when necessary, in emergency situations or unsafe conditions.
  • Participates in various University radiation safety committees and in professional health physics societies.
  • Plans and conducts orientation and training courses in radiation safety and/or radioisotope techniques.
  • Performs supervisory duties such as assigning reviews, instructing and training personnel and providing input for evaluating performance.
  • Provides Radiation Safety Program Oversight (Ionizing and Non-Ionizing Radiation).
  • Coordinates with Radiation Professionals.
  • Performs other duties as assigned.

Direct supervision of assigned staff.

Required Education:
Bachelor’s degree in Physics, Medical Physics, Engineering, Applied Mathematics, or other Physical Science from an accredited college or university.

Preferred Education:
Master’s degree from an accredited university.

Licenses/Certifications:
Must be eligible to be RSO on Broad or Specific Medical License as specified in NRC 313A (RSO) entitled Radiation Safety Officer or Associate Radiation Safety Officer Training, Experience and Preceptor Attestation (10 CFR 35.57, 35.50) for use of unsealed byproduct material, the use of sealed sources for diagnosis, and manual brachytherapy.Must be eligible to be RSO on a Medical X-Ray Registration (LINAC, Mammography, Medical X-ray and Fluoroscopy Machines.)It is recommended that candidate be Board Certified from the American Board of Health Physics, American Board of Science in Nuclear Medicine, American Board of Radiology or American Board of Medical Physics. Must be familiar with Health Physics related duties associated with the use of a specialized instruments, such as PETSCAN, Linear Accelerator, Medical Radiography, Brachytherapy, Mammography and Fluoroscopy.As condition of employment this position requires the applicant to be authorized to operate a University-Owned Vehicle for Official University Business. Per University of Texas System Policy 157, applicants will be subject to a motor vehicle record check for their most recent thirty-six (36) month history. Out of State Drivers are required to submit a 36-month history MVR from their prior State of residence(s).

Required Experience:
Five (5) years of professional experience in Health Physics performing related duties associated with the use of radioactive materials, radiation producing devices, and lasers in a clinical and research environment.

Use of standard office equipment.

Working Conditions:
Needs to be able to successfully perform all required duties. Office/healthcare environment; some travel and weekend work is required. May need to exert up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. UTRGV is a distributed institution, which requires presence at multiple locations throughout the Rio Grande Valley. May be exposed to radiation.

Other:
Exceptional planning and organizational skills. Must have knowledge and experience with the use of health and medical physics related equipment such as geiger counter, liquid scintillation counter, well counter and others.
