UMass Amherst is seeking an Executive Financial Officer. Reporting to the Vice Chancellor for Information Services and Strategy and Chief Information Officer (CIO), oversees fiscal and personnel matters for the Office of Information Technologies (OIT). Acts as the Vice Chancellor’s liaison on fiscal issues. Analyzes and reviews IT spending across all UMass campuses to evaluate opportunities for leveraged Procurement savings and standardized technology; manages software site licenses across UMass system campuses. Provides oversight in Human Resources areas such as employee relations, training and development, employee benefits and budgeting for personnel. Responsible for annual preparation of revenue-based budgets and allocation of operating budgets, and monitors expenditures of funds and fund balances. Advise managers on fiscal and administrative matters. Prepares statistical and analytical information, reports and proposals. Develops and implements policies and procedures to address new business income streams or business needs. Develops and maintains standardized operating procedures and policies to ensure compliance with University policies and procedures for financial, personnel and administrative matters.


Minimum Qualifications:Master's degree (strongly preferred) plus five years of experience in accounting or related field or a Bachelor’s degree and 7 years of experience in accounting or related field. Knowledge of standard accounting principles and procedures. Experience with fund accounting, budgeting and University personnel policies preferred. Five years supervisory experience. Significant experience with microcomputer applications, particularly spreadsheets and databases, strongly preferred. Strong organizational, analytical and interpersonal skills.


Salary is commensurate with experience.
