HR Business Partner

Job Description Summary:
Reports directly to the Vice Chancellor, Human Resources (VCHR) with a dotted line to the respective Executive Vice Chancellor. Responsible for providing executive-level strategic and operational support to assigned College business units while working closely and on-site as needed with the College's leadership and management teams to identify and address HR­ related issues, implement solutions, as well as deploy and support adoption of employment initiatives across an assigned region of campuses and local business units. Partner with HR leadership to develop and adapt processes and services in support of the College's strategy and goals.

Job Description:

The location of this position is the Highland Campus. This position is a hybrid role and must be flexible to be on-site as needed or deemed necessary by the Vice Chancellor, Human Resources. The College or VCHR reserves the right to change or end remote/hybrid work arrangements at any time.

Description of Duties and Tasks
  • Supervises, trains, coaches, directs, coordinates, and disciplines personnel while adhering to organizational human resource policies and procedures as well as related employment laws. Recommends hire and termination personnel actions for positions supervised.
  • Partner (on-site as needed) with assigned unit leaders to understand and support the strategic direction of the College and their area, as well as align HR initiatives with College goals and objectives.
  • Provide expert guidance to college management on HR policies, procedures, and programs to ensure compliance with all applicable laws and regulations.
  • Oversee and provide guidance to the recruitment and hiring process, including job postings, candidate screening, interviewing, and selection.
  • Guides unit leadership in the development of their organizational design, job descriptions, and performance expectations.
  • Ensure adoption of the College's performance management and succession planning process, Including coaching, feedback, and performance evaluation.
  • Lead the development and implementation of HR programs and procedures.
  • Serve as liaison between the college's HR department and other areas and departments, Including campus regions and business functions.
  • Partner effectively as needed with Equal Opportunity Compliance, Employee Relations, Communications, and other key staff and faculty stakeholders.
  • Provide training and development opportunities to college employees.
  • Maintain accurate and up-to-date employee records, and ensure compliance with all record-keeping requirements.
  • Ensure work is done in alignment with peers, HR partners, and College unit leadership.


Knowledge
  • Comprehensive knowledge of federal and state employment laws, regulations, and best practices.
  • Experience with HR information systems, preferably with experience using Workday.
  • Experience with HR metrics and analytics.
  • Supervisory principles, practices, and methods.


Skills
  • Ability to manage a complex workload, multiple priorities, and competing timelines.
  • Effectively using excellent interpersonal and written communications skills, including the use of tact, diplomacy, understanding, and valuing all contributions while collaborating with diverse constituencies.

  • Ability to develop and analyze reports and statistical data in a variety of mediums.
  • Ability to coordinate and execute results among stakeholders in a remote/hybrid environment.


Technology Skills
  • A variety of spreadsheet, word processing, database, and presentation software to include: Workday, MS Office Suite, and Google Office Suite.


Required Work Experience
  • 3 years of related work experience and one year of supervisory experience.
  • Completion of the ACC Supervisor Certificate Series Program will satisfy the supervisory experience required for this position.


Preferred Work Experience
  • 3 or more years of working experience as a business partner with a focus on talent management.
  • Higher Education and academic experience.


Required Education
  • Bachelor's degree.
  • For this position only, six years of directly related work experience may substitute for the required education.


Preferred Education
  • Bachelor's degree or higher in Human Resources or related field.


Special Requirements

Licenses/Certifications
  • Valid Texas Driver's License and reliable transportation for travel in the Austin area as required.


Other Preferred Qualifications
  • Human Resources Professional Certifications
  • Bilingual Spanish preferred.


Physical Requirements
  • Ability to travel between campuses as needed.
  • Work Is performed in a standard office or similar environment.
  • Subject to standing, walking, sitting, bending, reaching, pushing, and pulling.
  • Occasional lifting of objects up to 10 pounds.


Safety
  • Supervise safe operation of unit. Facilitate safety inspections. Take reasonable and prudent actions to eliminate identified hazards. Ensure employees receive appropriate safety training and foster a workplace of safety culture.


Salary Range

$95,539 - $119,423
