Description: The Director has oversight and responsibility for all issues related to cost accounting, including facilities and administration (F&A) rates, University policies relating to compliance and cost accounting issues, effort reporting, and service centers. Creates and manages the overall project plan for the F&A proposals, provides the data for the allocations, and is responsible for coordination of the submission, audit and negotiation of the proposal. Drives strategy for maximizing cost recovery for the F&A rate for base years and, when appropriate, projection periods. Provides key analytical support to the University financial stakeholder throughout the process and ad interim throughout the rate periods and also liaises with Penn's cognizant federal agency, DHHS and submits annual employee benefits rate proposal. Incumbent coordinates with University offices including Fixed Asset Accounting, and FRES on data requirements for rates. Coordinates annual federal, state and city audits of sponsored projects. Oversees, provides expertise and direction for effort reporting and service centers. Serves as primary contact for rate and audit issues.

Qualifications: Master's Degree is and 7 years to 10 years of experience or equivalent combination of education and experience. Master's degree in business, accounting or related field preferred. Strong interpersonal communication skills and the ability to work with diverse stakeholders. Strong problem solving skills in identifying and analyzing diverse problems. A working knowledge of University policies relating to compliance and cost accounting issues, effort reporting and service centers, as well as relevant federal OMB guidelines. Previous rate negotiation and accounting/auditing experience strongly preferred.
