Job Summary

The Dean of the Omak Campus reports to the District President and is the executive administrative officer, providing operational, fiscal, and strategic oversight for the Omak Campus. The Dean serves as the primary liaison between the institution and representatives within Okanogan County and is a member of the President's Cabinet, and the Instruction and Student Affairs divisions. Furthermore, the individual serves as the facility manager and participates in the decision-making processes for the campus. The incumbent develops and leads a talented team and provides guidance on relational and administrative duties, including space and facilities utilization, student support services, advancing teaching, learning, outreach and recruitment, technology development, institutional marketing, and community relations. The Dean has a dotted reporting line to the Vice President of Instruction and the Vice President of Student Affairs, and works closely with faculty, staff, department chairs, program directors, instructional deans on the development and maintenance of academic and certificate programs, student support, events, and engagement for the Omak Campus and Okanogan County, including academic planning, enrollment management, curriculum development, program delivery, and assessment. The Dean is the internal and external face of the campus, leads with the utmost integrity and character, committed to advancing the college mission, removing barriers for student achievement and success, and supporting high quality educational access. In collaboration with vast audiences in conjunction with the President, the Dean is responsible for the Campus' long-range planning efforts and establishing collaborative and innovative partnerships with public and private educational institutions and community organizations.

Essential Functions


  • Plan, direct, evaluate, and advise on the college's function, performance, and impact of long-range planning, engagement, program development, and regulatory actions and responsibilities to advance the college.
  • Provides administrative leadership, supervisory experience, and support for students, faculty, staff, and community members from diverse environments, identities, and interests are essential.
  • Monitor strategic enrollment planning, retention, and related policies and processes.
  • Ability to analyze critically and respond to changing economic and social trends for meeting the needs of students, particularly within rural communities.
  • Oversight of all day-to-day operations of the Omak campus and participation in the development of the college's plans and programs as a strategic partner and leader.
  • Use an inclusive collaborative approach for programmatic development with colleagues across the district among external agencies, organizations, and partnerships.
  • Nurture, uplift, develop, and maintain a positive and empowering engaged campus culture.
  • Maintain clear lines of communication among internal and external audiences.
  • Strong data informed decision making, budget development and oversight, and personnel management skills.
  • Ability to adhere to state and federal regulations, college and system policies, and appropriate accreditation standards.
  • Adopt and evaluate best practices, provide the President with accurate and useful information and analysis on all areas of college operations, and opportunities for campus and community involvement and engagement.
  • Oversees, evaluates, and expands signature programs, strategic priorities, and initiatives on behalf of the district throughout the greater Okanogan County and region. Several examples include the Area Health Education Center (AHEC), BAS Teaching, Rural Library College Alliance (RLCA), and the Colville Confederated Tribes partnership.
  • A strong work ethic, with the ability to lead with integrity, and foster a collective-ownership inclusive learning environment with enthusiasm and passion.
  • Strong emotional intelligence and interpersonal communication skills through both oral and written communication.
  • Provides leadership in the development, establishment, implementation, and enforcement of fiduciary and internal controls policies, procedures, and processes for programs and departments; monitors and evaluates operational, department, and service quality; may recommend, develop, and implement quality improvement assessment tools, training, and/or methods with internal and/or regulatory agencies.
  • Represent the college at professional and community organizations; participate in professional conferences and in-services; able to prepare reports and presentations and serve on appropriate college committees.
  • Abides by applicable compliance laws, regulations, standards, and/or requirements.

Qualifications

Minimum Qualifications:
  • A master's degree from an accredited institution.
  • Five years of progressively responsible experience in academic administration, operations, project management or program director, or other appropriate leadership role.
  • Demonstrated excellent interpersonal and intercultural communication skills.
  • Effective record of fostering collaboration among multiple constituencies.
  • Highly skilled at large scale problem solving and negotiation, knows when to make quick decisions and when to include others in the decision-making process.
Preferred Qualifications:
  • A terminal degree from an accredited institution.
  • Demonstrated experience working effectively in a shared governance environment.
  • Experience with branch campuses, centers, extensions, multi-campus systems, or satellite campuses in an administrative management role.
  • Political savvy to build connections in the community for future program offerings, services rendered, and funding opportunities.
  • Experiences with traditional and adult learners, preferably in an instructional or leadership role.
  • Teaching experiences, and/or serving in another instructional coordinator or program director role.
  • Demonstrated community service at previous institutions and locations.
  • Significant fundraising experience that directly impacts the operations of the campus, as well as grant writing success.
  • Demonstrated community service at previous institutions.
  • Understanding and experience serving a multi-ethnic and diverse communities, including, first-generation, Hispanic Serving Institution, and Native Indigenous populations.
  • Ability to analyze enrollment and retention data and incorporate that data into the strategic action plan.
  • Experience working in a collective bargaining environment.
  • Diversity, equity, and inclusion: Demonstrated competency and experience working in a diverse academic environment, inclusive of students, faculty, and staff of varying social, economic, cultural, ideological, gender and racial/ethnic backgrounds and those with physical, emotional and/or learning disabilities.
  • Experience creating digital content (such as Word/PDF documents and web and learning management system content as appropriate to the role) in accessible formats.
  • Bilingual in Spanish and English.
Knowledge, Skills, & Abilities

  • Problem solving: Ability to assess situations and think beyond the immediate issue to anticipate and fulfill future needs before they become complications.
  • Technical/computer skills: High level of proficiency and accuracy in Microsoft Office; familiarity with Canvas, PeopleSoft, and other college systems; ability to be cross-trained to provide basic technical support.
  • Student services: Knowledge of college processes such as admissions, enrollment, and financial aid; ability to be cross-trained to provide student services support.
  • FERPA: Maintain a high level of confidentiality and follow FERPA guidelines.


Additional Information

Terms of Employment:
This is full-time professional exempt position contracted on an annual basis. The salary for this position is $110,979 annually. The salary will be prorated to reflect the actual number of contract days worked in the remainder of the fiscal year. Flexibility in scheduling is required to meet the needs of the department.

Work Schedule & Environment:

  • Normal work hours are Monday through Friday, but occasional evening and weekend work may be required. Work in a busy office environment with frequent interruptions and distractions.
