Director of Human Resources

DESCRIPTION OF JOB:   

The individual in this position is responsible for planning and directing human resources activities.  These include but are not limited to the following:

  • Serving as a link between administration and staff and faculty by handling questions, interpreting and administering contracts and resolving work-related problems.
  • Analyzing and modifying compensation and benefits policies to establish competitive programs and ensure compliance with legal requirements.
  • Advising and educating administration, staff, and faculty on organizational policy matters such as equal employment opportunity and sexual harassment, and recommend needed changes.
  • Performing difficult staffing duties, including dealing with understaffing, refereeing disputes, terminating employees, and administering disciplinary procedures.
  • Establishing processes for recruitment, interviewing, and selection of administrators, staff, and faculty.
  • Planning and conducting on-boarding orientation to foster positive attitudes toward organizational objectives.
  • Planning, directing, supervising, and coordinating work activities of subordinates pertaining to employment, compensation, labor relations, and employee relations.
  • Planning, organizing, and coordinating personnel, training, or labor relations activities of an organization.
  • Representing the College at personnel-related hearings and investigations.
  • Administering compensation, benefits and performance management systems.
  • Planning and directing environmental health, occupational safety, and risk management programs of the College

Responsibilities:

Training & Development of staff and student employees to achieve success in improving processes and programs for the College.

  • Develop a needs assessment process
  • Develop curriculum based on the individual needs
  • Track training for staff

Obtaining & retaining effective Human Resources: Develop a strategic recruitment plan to meet the College needs.  Coach, facilitate and coordinate with search committees and hiring managers.  Oversee recruitment and hiring processes from the requisition through until the individual is hired.  In addition:

  • Facilitates, coordinates, and consults on the development of position descriptions includes job analysis preparation and evaluation of jobs which align with the Mission of the College.  Develop competencies needed in our employees to get tasks completed in an effective manner. 
  • Develops communication plan with VPs, managers, supervisors, and employees, so they are clear on their role and responsibilities within the College regarding recruitment and retention of employees.
  • Design and conduct New Employee Orientation continually monitor program, update and design new materials as needed to respond to the changing needs of the College.
  • Maintain recruitment records for retention in compliance with local and federal employment laws.
  • Review and update policies and procedures as necessary.
  • Develop recruitment program to seek diverse applicants develop relationships with local minority and governmental agencies for outreach endeavors.
  • Develop measuring and reporting mechanism to track effectiveness and results of recruitment efforts.
  • Develop recruitment program to align with the College Mission & Values, i.e. Hiring for the Mission, educating and training the College Community.  Develop recruitment program to align with the strategic initiatives of the College.
  • Work in collaboration with the Controller to assure pay is internally and externally at the appropriate level to track and retain quality employees. Compensation program should foster alignment with the institutional goals and initiatives.

Benefit Services: Design, plan, and implement College benefits programs, policies, and procedures. Responsible for ensuring that the program meets employee needs, complies with legal requirements and is cost effective.  Responsibilities include:

  • Annual review and bidding/negotiation of benefit programs to contain costs.
  • Design and coordinate dual choice annual event.
  • Develop and maintain benefit programs.
  • Oversee insurance billing.
  • Educate employees on benefit programs through presentations, one-on-one meetings and college-wide communications.
  • Improve quality of processes and procedures of current and future benefits i.e. Tuition Remission.  Provide clear communication, tools and mechanisms for employees to be able to take advantage of eligible benefits without disruption to the College or their work.
  • Annually audit benefit programs to maintain accuracy of records and benefit eligibility to the College Community.

Employee Relations/Communication Services: Maintain a productive and effective campus by keeping a pulse on employee morale.

  • Deepen relationships with all faculty and staff to have effective working relationships.
  • Develop relationships with peer Colleges and colleagues to maintain a pulse on the higher education industry.
  • Develop communication plan to facilitate efficient, clear and concise communication to the College Community i.e. changes in policy, etc.
  • Develop exit process and policies to ensure proper and smooth transition of employee from the College Community including COBRA, other benefits, payroll, property retrieval and communication to all affected employees in the exit process.
  • Develop and facilitate a mechanism to measure culture and morale at the College.
  • Deliver information electronically for effective communication.

Compliance & Policy Services: Facilitate and monitor policies of the College to ensure we are in compliance and are safeguarding the College against any employee-related liability.

  • Develop relationships and mechanisms to foster excellent communication with review of policies and development of new policies on a continual basis.
  • Develop a system or process to effectively manage human resources needs throughout the college.

Environmental Health, Occupational Safety, & Risk Management:

  • Oversee the development of risk management policies and procedures on a campus-wide basis in order to protect College assets, limit the Colleges liability, and ensure business continuity.
  • Oversee the improvement of occupational safety throughout the campus and executes regulatory compliance with applicable laws, regulations, and legal precedence as mandated by the Federal, State, and local governing agencies.
  • Oversee review compliance and best practices on an on-going basis. Participate as a leading member of the Campus Sustainability Coordinating Team (CSCT).  Act as the primary liaison for EPA/WDNR compliance audits.
    •  Professional Development - Develop self and knowledge of College through learning from on-campus classes, external resources, networking and maintaining visibility within the College through participation in College meetings, events, Staff Association, Technology Day, and committee work.  Stay current with changing laws and new procedures or processes through membership and involvement with the following:
      • GMA SHRM
      • National SHRM
      • WAICU Consortium
      • Continue to make a presence of Edgewood College in the Community
      • Attend conferences in relation to Human Resources JAM, etc.
SECONDARY JOB FUNCTIONS

Necessary Education or Work Experience:

  • Bachelors degree
  • Certification in Human Resources either PHR or SPHR
  • Minimum eight years experience in human resource planning to include: benefits, recruitment, training, and compliance.

  • Ability to read, analyze and interpret general business periodicals, financial statements, government regulations, legal documents, procedure manuals, and policies.

 

Required Technology Skills:

  • Overall Proficient skill-level in Microsoft Office, which includes: Word, Excel, Power Point, Outlook, and basic computer concepts
  • Knowledge of SharePoint is a plus
  • Willingness and ability to learn new software
