Definition
Under direction, plans, organizes, directs, supervises, and performs the activities of law enforcement staff within the district police department including crime prevention, patrol, property protection, criminal investigations, dispatch, training, and parking and traffic operations; to coordinates public safety activities with other district departments; and assumes full command responsibility for the department in the absence of the Chief of Police.

Duties may include, but are not limited to, the following:
- Responds to and investigates calls for police service regarding
criminal, non-criminal, or emergency related activities such as
crimes against persons and property, accidents, and health concerns
to make observations and determine actions to be taken as
needed.
- Enforces local, state, and federal laws, district policies and
guidelines, issues citations, makes arrests, administers First Aid
and CPR/AED, responds to emergency medical calls, and completes all
necessary forms and reports as needed.
- Performs crime scene management and assumes incident command
responsibilities for critical incidents as necessary.
- Assists and participates in hearings or trials of suspects in
conjunction with District administration, law enforcement and
Counsel.
- Directs or conducts complex criminal and highly confidential
internal affairs investigations, interfaces with other District
personnel, departments, and allied agencies to gather information
necessary for police and personnel investigations, hears and
resolves grievances and complaints.
- Supervises and assists in follow-up investigations, including
gathering of evidence, questioning of witnesses, and locating and
apprehending suspects.
- Provides direction to department, develops, recommends, and
implements objectives, policies, and operating procedures to ensure
the efficient and effective operation of the District Police
Department.
- Supervises and evaluates the work performance of assigned
personnel and recommends, and selects new personnel and disciplines
personnel in accordance with established laws, regulations,
policies and procedures.
- Conducts investigations on complaints and grievances and
prepares reports in compliance with collective bargaining
agreements, personnel commission rules, board policies,
administrative regulations, and state and federal law.
- Initiates corrective action, counseling of employees,
preparation of memos of concerns and letters of reprimands, and
participates in interactive discussions as needed.
- Establishes and maintains effective communication between the
Police Department and other District departments to ensure personal
safety and crime prevention throughout the District.
- Promotes community policing and fostering relationships with
regional law enforcement agencies to address crime and crime
prevention on campus and in adjacent communities.
- Works with representatives of the Office of Homeland Security
and other federal and State law enforcement officials to develop
and coordinate mutual aid agreements and various emergency response
and disaster preparedness programs, exercises, and activities as
needed or required.
- Plans, organizes and evaluates Police Department operations and
ensures compliance with all regulations of the California
Commission on Peace Officers Standards and Training (POST) for all
sworn personnel.
- Ensures the preparation and maintenance of a variety of
reports, records, and files regarding department activities and
operations, the effectiveness of the police program, plans for
improvement and development, parking enforcement, electronic alarms
and response for fire and theft incidents.
- Manages the effective utilization of personnel through
efficient scheduling to meet the needs of the District and
maintains a 24/7 "on-call" status in order to coordinate a
response.
- Assists in the development, implementation and evaluation of
the Districtwide emergency preparedness and response plans in
coordination with District and campus administration, and
collaborates with outside law enforcement, medical, fire and other
emergency response centers to create and foster linkages to a
variety of services.
- Assists in the development and monitoring of the department
budget, anticipates staffing and equipment needs and develops short
and long-range plans.
- Develops, implements, and trains District and campus staff for
active threat events and ongoing safety.
- Oversees required training of police personnel in compliance
with local, state, and federal law including the Education Code,
POST, and training mandates.
- Oversees the completion, content, and submission of all legally
mandated reports and statistical data compilation.
- Assists in providing oversight to District and campuses and
makes recommendations regarding surveillance and monitoring
systems.
- Represents the Police Department in meetings and participates
and works closely with the District and campus safety
committees.
- Maintains current knowledge in the field of law enforcement and
criminal justice and participates in professional organizations,
regional meetings, conferences and related activities.

Employment Standards/ Minimum Qualifications
Education & Experience
Any combination of education and/or experience, which demonstrates that the individual is likely to possess the required knowledge, skills and abilities: Bachelor's degree preferably in business administration, administration of justice, criminal justice, police science, criminology or a related area, AND five (5) years or more of recent public law enforcement and investigative experience which include three (3) years in a managerial, supervisory, or lead capacity at or above the level of police sergeant. Experience in a college or university environment is desirable.
Licenses & Certificates Valid Driver's License.
Possess valid Advanced and Supervisory POST Certification or POST exemption. Valid First Aid and CPR/AED certification. Complete a POST Campus Law Enforcement Course within one year of the date of hire. Must have a valid or obtain a Management POST Certification within two years (24 calendar months) of hire.
Special Conditions
Applicants must pass a POST approved background investigation, a medical examination and psychological examination.

Examination Process
The examination process will include screening to ensure applications are complete and meet all minimum qualifications. The examination process will include an oral board appraisal interview (100% weight).
Only the most qualified applicants, who pass the minimum qualifications review, will be invited to the oral appraisal board interview. Passing score is 75% out of 100%.
