The Assistant Vice President for Capital Project Management (CPM) has responsibility for capital project management across the University of Minnesota system.  The Assistant Vice President leads a staff of 27 (including the University Architect) with a budget of approximately $3 million supported by O&M funds and project fees.  CPM has system-wide responsibility for design and construction of all new and existing buildings, utility infrastructure, and fixed equipment.  In FY2018, there are approximately 350 ongoing projects valued at $1.9 billion. The University’s annual capital budget ranges from $70 million to $250 million.  The Assistant Vice President for CPM provides decision support to the Vice President for University Services as well as University leadership in the development of the institution’s capital plan through the Capital Strategy Group and the Capital Oversight Group.  The Assistant Vice President reports directly to the Vice President for University Services and serves on the University Services leadership team.

Anticipated Salary Range: $170,000.00 - $185,000.00

PRIMARY RESPONSIBILITIES:

  • Ensure a successful and consistent capital project delivery process is in place in support of the University’s mission of research, education, and outreach.
  • Ensure compliance with Board of Regents and University administrative policies pertaining to capital project development and construction.
  • In collaboration with University Purchasing, support efficient, consistent, transparent, and fair selection processes for design, engineering, and construction projects which comply with University policies and in support of institutional goals related to Targeted Group Businesses.
  • Promote a team-organized project delivery system that utilizes the skills of the most experienced, builds the skills of junior team members, and emphasizes the importance of collaboration and coordination. 
  • Champion and promote employee engagement, accountability, and professional development, incorporating the University’s commitment to equal opportunity and diversity in hiring and retention, and empowering employees to use their full range of talents and abilities.
  • Ensure that CPM’s workforce planning efforts align with the University’s strategic vision.
  • Support the development of the six-year capital plan and the Annual Capital Budget to provide the executive leadership the requisite information to determine the capital direction of the University.
  • Enhance and strengthen collaboration with University units that partner with capital project development, such as the code office, office of disability services, environmental health and safety, office of the general counsel, facilities management, parking/transportation, and space, planning, and real estate.
  • Work with other University Services units to understand and advance the needs of the campuses and colleges; develop knowledge in the facilities requirements for the various academic programs; build trusting relationships with chancellors, deans, and faculty.
  • Ensure that capital project design and delivery meets the University’s program needs, while appropriately balancing and minimizing first costs against total cost of ownership.
  • Work with other University Services units to ensure that good contextual design is embedded throughout an integrated programmatic, financial, physical planning, and construction process.
  • Ensure a positive business relationship with the design, engineering, and construction industries who serve the University.
  • Demonstrate the commitment of the University and CPM to stewardship, accountability, and service. 
  • Coordinate efforts with the Director of Sustainability to advance the University‘s sustainability policy and state mandate for energy efficiency in renovation and new construction.


WORK ENVIRONMENT:
This position requires the ability to operate successfully in a variety of settings within the University, including: Board of Regents meetings, senior University leadership meetings, individually with academic leadership and colleges, the State legislature, community groups, and design and construction environments.  This position primarily operates out of an office with travel to system campuses and visits to construction sites required.
