DEAN, STUDENT RETENTION AND COMPLETION

Sierra College has committed to foundationally re-engineer its programs and services using Guided Pathways to increase student achievement and timely goal completion. Under administrative direction of the Vice-President of Student Services, this position provides the critical leadership for providing programs and services that increase student retention, persistence and completion. The position provides administrative oversight for Assessment/Testing, General Counseling, Career/Transfer Services, Student Success and Support Programs (SSSP), Disability Support Program and Services (DSPS), Veterans Success Center, Health Services, Residence Halls, Title IX campus advocacy, CARE/BIT team, and Commencement and serves as a Title IX campus confidential advocate.

SUMMARY DESCRIPTION

  1. Provides innovative leadership in the development, execution, evaluation and improvement of student retention, persistence, and completion strategies that result in increased student success, goal attainment, and successful transition into the workforce or on to a 4-year college or university;
  2. Develops strategic direction and sets priorities for retention and completion efforts in accordance with the District’s goals and changing student needs;
  3. Spearheads new initiatives aimed at strengthening student success including the identification and implementation of early and enhanced protocols that connect students’ academic interests with career outcomes;
  4. Works collaboratively with colleagues and on interdepartmental teams to:
    1. identify and implement ways to improve alignments and maintain seamless pathways from K-12 and adult education programs, through Sierra College and on to gainful employment and/or 4-year colleges and universities;
    2. improve student access by contributing to help develop a class schedule and counseling services that are in alignment with students’ needs; and
    3. provide follow up activities and interventions to increase completion and achievement rates.
  5. Works collaboratively with the Deans of Enrollment Services, Learning Resources, Student Success and Student Equity and Engagement to ensure all programs and services work effectively and successfully towards increasing student achievement and completion;
  6. In collaboration with other stakeholders, provides leadership to deliver effective and innovative counseling and related services and activities to improve student success, goal attainment, and/or degree completion;
  7. Serves as primary lead for counseling services and works collaboratively with colleagues to develop and provide responsive and timely services;
  8. In collaboration with the CARE/BIT team and Campus Advocates, develops, modifies, and evaluates programs and services related to mental health, behavioral intervention, and Title IX support;
  9. Works closely with senior administrators and stakeholders to review and analyze data on student enrollment, success, retention, persistence, and completion to shape strategic direction.

Representative Duties - The following duties are typical for this job classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Policy Development/Administration : Administer overall operations of assigned areas of responsibility and their related functions; interpret, and administer policies and procedures that maintain program integrity while improving and refining the quality of services provided and revise as necessary to reflect student input and changing conditions; analyze program needs and establish priorities; promote and explore innovative systems/techniques; evaluate and implement process improvements; actively seek out and disseminate state-of-the-art information and techniques; locate and develop new resources to improve programs; promote diversity and new ideas; coordinate, review, and revise District and program-specific publications pertaining to assigned areas; establish and maintain a cooperative and integrative working relationship among all District student services and instructional areas; communicate and follow District policies regarding prevention of sexual harassment of students and illegal discrimination against students based upon disability, as defined in the Americans with Disabilities Act (ADA); assure assigned programs comply with applicable Federal, State, and local regulations, policies, and procedures; meet with District students, faculty members and other staff, and the general public to resolve problems and explain laws, regulations, policies, and procedures; act as liaison with off-campus site administrators to assure parallel service delivery; maintain accurate management information system processes; prepare and submit reports to the California Community Colleges Chancellor’s Office, as required; communicate with Federal and State agencies regarding matters in assigned areas, as appropriate; respond to District research questionnaires and inquiries; serve on District shared governance and/or other committees, as appropriate, as an advocate for Student Services; utilize collaborative problem resolution techniques where applicable.

Personnel Management/Supervision : supervise, establish work standards for faculty, classified supervisory, classified support staff and temporary/student help; determine faculty and classified staffing needs, anticipating and meeting staffing requirements as feasible; interview, screen applications, and recommend staff for hire in accordance with established District hiring processes and practices; provide direction and motivation to staff members; monitor the faculty evaluation process and evaluate work performance of faculty, classified supervisory, and classified staff in accordance with established District policies and procedures; maintain awareness of specific criteria and standards utilized for faculty performance evaluations and faculty tenure; observe and follow up on staff work performance, reinforcing positive efforts and acknowledging exemplary work practices; utilize progressive discipline processes, as appropriate and in conformity with established District policies, procedures, and bargaining unit negotiated agreements; guide and facilitate resolution of problems between staff members and/or District students, and the general public; exhibit integrity and sensitivity with respect to needs of staff; administer provisions of District collective bargaining agreements, as appropriate; encourage and provide for staff development activities for continued professional development; conduct staff meetings on a regular basis to obtain input, develop work plans/schedules and resolve issues and problems; maintain regular Division in-service days for planning and staff development activities; develop strategies and activities to establish and further diversity as a shared vision of the staff.

Budgeting: Develop, prepare, and administer annual and long-range plans in conjunction with District budget development and program management efforts; manage assigned departmental budgets including general fund and discretionary budgets; maintain knowledge of District budget processes; understand and adhere to categorical regulations as they apply to budgeting restrictions; monitor and plan efficient use of budget funds; assure detailed and accurate audit trails for all budgets.

Student Advocacy: Listen and respond to student complaints, questions, and suggestions, referring them to appropriate District and/or external resources for assistance, as necessary and appropriate; promote and support student equity; communicate student satisfaction with assigned programs and services to appropriate staff members; keep abreast of changes in District instructional policies, procedures, and requirements; support and stimulate student learning.

Community Liaison : Maintain positive community relations with K-12, post-secondary institutions, and business and industrial communities, as appropriate; serve as a resource and/or prepare and deliver oral presentations to community organizations and professional groups as appropriate; attend professional meetings and conferences, as authorized; participate in community affairs and assist community groups, as feasible and appropriate; assist in coordination and facilitation of advisory committee meetings.

Professional Development: Maintain currency of knowledge in assigned areas; develop administrative skills and expertise through professional conferences, seminars, workshops, professional journals, and other materials; promote implementation of new instructional techniques and technologies; maintain proficiency in computer usage.

Special Projects: Participate in special projects, as appropriate.

 

MINMIMUM QUALIFICATIONS - The following describes the education, experience, knowledge, skills and abilities required to enter the job and successfully perform the assigned duties.

Education and Experience Guidelines: A Master’s degree in any subject matter field, and five years of progressively responsible management experience related to the duties of the positions is preferred. One year is required.

COMPENSATION

Salary & Benefits: Supervisory salary of $125,468.37 per year with annual increases. The District offers a very competitive benefits package, which includes health & welfare as well as income protection, including retirement through CalSTRS. Twenty-two (22) days of vacation and twelve (12) days of sick leave are provided annually. Employment conditions (salary, work days and benefits) are subject to change per the collective bargaining agreement.
