Privacy Officer – Texas A&M University

Texas A&M is searching for a Privacy Officer, reporting directly to the Office of the Provost, who will have the primary responsibility for developing, implementing and maintaining a strategic and comprehensive privacy program for Texas A&M University in accordance with federal and state laws. 

The job responsibilities include: developing, implementing and maintaining policies and procedures; monitoring program compliance; providing privacy training and education; investigating and tracking incidents and breaches; interacting with governmental agencies and other legal entities on compliance reviews or investigations; performing risk assessments and related ongoing compliance audits; and applying effective privacy practices that minimize risk and ensure the safety and privacy of records subject to the Health Insurance Portability and Accountability Act (HIPAA), the Texas Medical Privacy Act (HB 300), the Family Educational Rights and Privacy Act of 1974 (FERPA) and other applicable federal or state privacy laws or regulations.

The individual will be expected to advise Texas A&M leadership on the privacy program and guidelines to ensure privacy compliance; coordinate with Texas A&M units, the Texas A&M System Offices, and other related parties and serve as a resource and subject matter expert on privacy related issues affecting the university as a hybrid entity; work closely with the Security Officer on compliance issues, as necessary, to ensure alignment between security and privacy compliance; coordinate with the Registrar, who oversees FERPA compliance, to ensure alignment with the overall privacy program;  serve as a liaison to the IRB committee;  maintain current knowledge of applicable federal and state privacy laws and accreditation standards. 

Expected education and experience:

  • Bachelor’s degree from an accredited institution of higher education, although MS, MHA or JD preferred.
  • Demonstrable knowledge and experience in state and federal laws and regulations related to privacy and confidentiality, including, but not limited to HIPAA, HB300 and FERPA.
  • Minimum six (6) years of experience as a privacy officer or similar. Experience in an academic medical center or an institution of higher education in the area of healthcare compliance is preferred.
  • Certification in Healthcare Privacy and Security (CHPS) and/or other healthcare related industry related credential is highly desirable. 

 The successful candidate is expected to have: excellent project management, written and oral communication, presentation and facilitation skills; an ability to work independently, prioritize and work on deadline; an ability to work collegially with diverse groups and across departmental lines and effectively communicate and negotiate with peer level or senior managers and/or with external agencies on compliance issues. Travel to attend/present training and coordinate compliance activities will be a required part of the duties.
