Resource Management and Planning (RMP) provides core infrastructure services for UC San Diego, impacting the Campus and Medical Center population of approximately 66,500 students, staff and faculty, and billions in physical assets consisting of approximately 10 million gross square feet of buildings (over 300 Instructional and Research buildings at multiple locations): Main Campus, Elliott Field, Scripps Institution of Oceanography, Point Loma and the University of California Medical Centers in Hillcrest and La Jolla. Business units within RMP, which currently consists of Early Childhood Education Center and Mesa Child Development Center, Imprints, Parking, Fleet & Shuttle Services, People Movement, UC San Diego Bookstore; Capital Planning; Community Safety (Police); Environment, Health & Safety; Capital Project Management; Campus Architecture Visioning & Design; Facilities Management (including campus energy management, and utilities procurement, generation and distribution); Campus Research Machine Shop; Policy & Records Administration; Physical and Community Planning; Strategic Energy Initiatives; RMP - Human Resources; and RMP - Financial Services Unit.

Under the general direction of the Vice Chancellor Resource Management & Planning and serving as a member of the VC's senior management team, function as the Vice Chancellor's Chief of Staff and executive advisor on Resource Management & Planning issues with wide-ranging and significant impact, both present and anticipated. Represents the organization in location-wide and systemwide meetings and discussions. Represents the VC to internal and external constituencies and is charged with decision-making on behalf of the VC. Acts on behalf of the VC and makes binding commitments. Makes final decisions for the organization and ensures achievement of objectives.

This is a highly visible, interactive, and inclusive position that requires direct and continuous interaction, negotiation and conflict resolution with Campus and University leadership, government agencies and a variety of internal and external stakeholders to address UC San Diego’s unprecedented expansion designed to accommodate increasing student enrollment—expected to approach 40,000 students within the next five years.

Function as senior advisor to the VC on a wide range of projects and initiatives having major impact financially and operationally for all UC San Diego locations. Examples include Light Rail transit, Fire Station, Gilman Bridge, Childcare expansion and student fee referendum for public transit access.

Provide research and advise to the VC related to the Long Range development plan, its implementation and funding. Work closely with numerous external agencies such as California Energy Commission, US Department of Energy, San Diego Association of Governments (SANDAG), Cal Tran, City of San Diego, and local community planning groups to insure consistent messaging and positive interactions continue.

Assist in the coordination, development and administration of a newly formed Campus Utility program that will function like an external utility in the provision of energy services campus wide. Will be directly responsible for the initial and ongoing communications of the Utility program to our customers.

Direct the development of campuswide messaging for all service units and external impacts that affect the campus, including but not limited to the widening of Interstate 5, local construction projects that impact the campus, the development of the Hillcrest campus and currently planned and approved campus capital projects totaling $2 Billion in cost along with another $1B of retrofits and renovations to existing facilities.

Ensure the prudent execution of technological, financial and human resource priorities as defined by RMP's strategic plan. Provide strategic leadership with responsibility for policy development and implementation, and management of a diverse set of administrative responsibilities.

 

QUALIFICATIONS

  • Demonstrated ability to effectively represent and coordinate organizational strategy and administrative initiatives with campus senior-level management, Office of the President, and external contacts such as governmental representatives and the media.

  • Exceptional oral and written communication skills, including ability to write clear and concise reports, policies and correspondence. Proven superior interpersonal skills and ability to interact effectively using discretion, exercising good judgment, and maintaining strict confidentiality.

  • Thorough knowledge of the organizational environment of higher education and large research universities to understand client priorities, issues, motivations and constraints.

  • Thorough knowledge of organizational processes, protocols and procedures. Superior knowledge of academic governance, instructional, and research programs, Understanding of UCSD and UCOP organizational structures, departments, and units, and communications channels. Experience in developing and implementing policies and procedures.

  • Experience in designing and implementing organizational strategies. Demonstrated superior skill to provide and assist leadership in addressing complex and sensitive problems and matters that are in-line with institutional goals.

  • Excellent consulting, relationship building and strategic thinking skills. Proven ability to work with diverse populations at all levels of the organization, including faculty, senior administrators, legal representatives, and external agency representatives.

  • Demonstrated strong negotiation, mediation, and decision-making skills. Outstanding speaking and listening skills. Demonstrated ability to generate consensus in group settings. Ability to speak and present clearly before large and small audiences with confidence.

  • Excellent ability to establish mission and goals at the macro-level; to lead subordinate management to develop goals in alignment with mission. Demonstrated management ability to direct and supervise professional and staff positions; ability to train, motivate and provide effective and sound judgment and leadership.

  • Thorough knowledge of the legal constraints and opportunities for higher education in the State of California and through Federal programs and regulations. Proven ability to read all manner of communications and reports and analyze critically for impact.

  • Sophisticated leadership abilities to establish department goals, and motivate and influence others to achieve. Demonstrated superior skill to provide leadership in addressing complex and sensitive problems and matters.

  • Thorough knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll. Demonstrated ability to research, collect, process, and interpret financial, budgetary, and other administrative data; conduct relevant and complete historical analyses of complex policies, financial and budget matters, and develop summarized reports for management.

  • Excellent ability to establish mission and goals at the macro-level; to lead subordinate management to develop goals in alignment with mission. Demonstrated management ability to direct and supervise professional and staff positions; ability to train, motivate and provide effective and sound judgment and leadership.

  • Bachelor's degree and / or related experience / training. Advanced degree preferred.

  • DOJ/FBI and DMV background checks and clearances required prior to hire.
