DEPARTMENT OVERVIEW: Capital Program
Management (CPM) is the primary service provider at the University
of California, San Diego, charged with the implementation of a +/-
$2 Billion Capital Program transforming the physical landscape of
the campus with the integration of the Light Rail Transit and
expanded infrastructure, housing, academic and research buildings,
and mixed-use facilities to address future enrollment growth
demands aimed at ensuring enhanced student experience, cultivating
an inclusive and diverse community, expanding our research prowess
and impact, improving the delivery of advanced healthcare and
enrich our community.
Responsibilities include oversight of all aspects of
construction management and administration; project programming,
planning and management; on-time and on-budget delivery of design
and construction services which advance the mission, vision, and
values of UC San Diego.
Capital Program Management is a comprehensive project
management organization whose objectives are to complete all major
capital projects for a multi-billion public research university
program, on time, within budget, and to the satisfaction of its
clients. The office is comprised of multiple functional units which
include project management, engineering services, contract
administration, fiscal management, and supporting administrative
services. CPM is responsible for bidding and award of contracts,
construction and contract document management, and utilizing a
variety of project delivery methods to ensure the implementation of
comprehensive project schedules and budget management commencing
with preliminary planning through completion of construction and
occupancy.
POSITION OVERVIEW: Under the general
direction of the Vice Chancellor Resource Management and Planning,
the Associate Vice Chancellor for CPM is responsible for
establishing the strategic direction and overall management of
major construction for all campus and medical center capital
projects and acts as professional advisor to the Vice
Chancellor-Resource Management and Planning, Chancellor, Regents,
as requested, and other University officials on matters relating to
the design, construction, and cost containment of facilities.
The Associate Vice Chancellor, CPM exercises
management responsibilities over the following areas: Architectural
and Engineering Design Services, Construction Administration, and
Contracts and Fiscal Management Services. Direct the design,
construction, administration and fiscal management activities and
assure compliance of campus facilities with codes and other
governmental requirements for public health and safety. Develop and
utilize innovative delivery techniques as appropriate to deliver
facilities in as expedient and cost efficient manner as is
practical. Manage all activities associated with Contract
Administration and Fiscal Management Services in support of the
capital program.
Directs through subordinate managers multiple large
and complex critical business units impacting broad constituencies
across major portions of the organization. Identifies objectives,
manages human, financial, and physical resources, and functions
with an extremely high degree of autonomy. Determine, develop and
ensure the implementation of wide ranging fiscal controls and
accountability measures for cost containment and identification of
required project enhancements such as customer requested and
approved equipment changes that impact infrastructure and cost.
Accountable for formulating and overseeing the implementation of
operational policies for major business functions. Operational
performance can affect overall organization-wide performance and
reputation. Directs through subordinate managers the development of
strategic goals and objectives to achieve accountability and
stewardship of university resources in a manner consistent with
campus objectives and initiatives.

QUALIFICATIONS
• Expert knowledge of and experience in
planning, design, construction, environmental issues, legal issues,
federal, state and local laws, regulations and practices governing
planning, building design and construction, state and federal
legislative processes, financial, budgeting and cost management
skills, including interacting with and synthesizing widely
divergent viewpoints and interests.
• A minimum of 15+ years of progressively responsible
experience, at least 10 of which are at the management level, and a
successful track record in construction contracting and management
in research universities, hospitals or similar large scale facility
environments, urban planning, and/or capital program
development.
• Expert knowledge of the organization,
including its vision, mission, goals, achievements and short and
long range strategic plans including capital projects planning and
development.
• Demonstrated conceptual and analytical skills, and
technical expertise necessary to assess complex, technical,
operational and performance design/construction issues and make
recommendations for resolution.
• Expert skills to lead, direct and manage
personnel including selection, training, evaluating and, as
required, taking corrective action.
• Exceptional leadership, collaboration,
communication, and customer service skills.
• A demonstrated embrace of diversity within the
immediate workforce while serving a very diverse community.
• Strong supervisory skills with the ability to act
within personnel guidelines and in the best interest of the
employee, department and organization.
• Ability to effectively hire, motivate, organize,
and supervise employees.
• Expert written, verbal and interpersonal
communication skills, including skill to work effectively with
multiple constituencies to advance organizational objectives.
• Advanced writing skills. Demonstrated outstanding
verbal communication and presentation skills to effectively
interact with all segments of the campus community, customers, key
stakeholders and public agencies.
• Demonstrated extensive project and/or
construction management work experience and ability to manage the
construction of multi-year, large, complex facilities projects.
• Thorough knowledge of complex facility
operations, as well as engineering and architectural systems and
applicable codes, standards, and regulations in a university,
hospital, or research laboratory environment.
• Demonstrated experience with strategic
planning and business process design; knowledgeable in the theories
of project management and process performance measurement.
Demonstrated experience in managing organizational change in a
complex environment.
• Demonstrated advanced, complex budget
management skills. Demonstrated experience in projecting budget
costs, coordinating multiple projects, adapting programmatic
objectives to changes in resources, and establishing priorities as
affected by budgetary issues to ensure on-time and on-budget
delivery.
• Demonstrated knowledge as evidenced through
experience of Cost containment options value Engineering and
methods to insure the best project for the lowest cost.
• Superior negotiation and contract
administration skills.
• Exceptional interpersonal skills to
effectively and professionally interact with a diverse university
and external populations using tact and diplomacy, resourcefulness,
good judgment, understanding, and persuasion.
• Knowledge of sustainability principles and
practices (as validated, for instance, by standing as a LEED
Accredited Professional).
• Degree in construction management,
architecture, engineering, planning, project management or related
field and/or a combination of education and experience. Graduate
degree preferred.
SPECIAL CONDITIONS
• DOJ/FBI background checks and clearances
required prior to employment.
• DMV clearances required prior to employment.
Must possess and maintain a current California Driver License.
