Brief Description
Under general direction of the Director of Online Education, and with the Senior Instructional Technologist as the work leader, the Instructional Technologist is responsible for online course building efforts within the Division of Professional and Continuing Education. Includes constructing courses in the Learning Management System (LMS), and for developing and producing any custom infographics, animations, interactions, simulations, videos, or podcasts.

Detailed Description
Under general direction of the Director of Online Education, and with the Senior Instructional Technologist as the work leader, the Instructional Technologist is responsible for online course building efforts within the Division of Professional and Continuing Education. Includes constructing courses in the Learning Management System (LMS), and for developing and producing any custom infographics, animations, interactions, simulations, videos, or podcasts. Also includes website development, producing communications and instructional materials using the web, audio, video, and other electronic media, which may involve writing, editing, designing, production and/or programming. Uses skills as a seasoned, experienced electronic communications professional to produce design and layout for a variety of web site applications, including non-routine and moderately complex web sites, specifically course sites within online learning management systems. Demonstrates a full understanding of industry practices and campus policies and procedures. Demonstrates good judgment in selecting methods, technologies and techniques for constructing online courses. Receives general instructions and guidance in an open and collegial manner and exercises good judgment in selecting methods and techniques for course, program and instructional improvement. Fully knowledgeable in online learning strategies, technologies, and program development. Collaborates with USD Information Technology Services staff for learning management system access, network access, and technology use policy. This position reports to the Director of Online Education, Professional and Continuing Education and receives project and task management from Sr. Instructional Technologist (as work lead).

The responsibilities described here are representative of those that must be met by the employee to successfully perform the essential functions of this job.

• Produces design and layout for a variety of online courses.
• Meets and consults with clients (typically instructors and designers) on a variety of electronic communications projects including moderately complex assignments, and develops, presents, and recommends interactive or multimedia elements and visual material.
• Assists as assigned with highly complex projects, including monitoring web sites and responding or drafting responses to complex or sensitive e-mail inquiries.
• Maintains currency with emerging and state-of-the-art technical and other web-related equipment, requirements and developments (for example, accessibility issues) and recommends and as directed, takes action to ensure compliance with regulations and consistency with USD campus standards.
• Other duties as assigned.

Essential Duties & Responsibilities:
Common problems solved by the employee:
•Constructs online courses including the placement of text, images, and other digital media.
•Deploys and manages online courses in the learning management system
•Builds and troubleshoots online course functionality – discussion boards, assignments, surveys, quizzes, exams, etc.
•Gathers and packages survey and assessment results for distribution to instructors and staff

Unusual or complex problems solved by the employee:
• Provides second-level review of course content for errors or user interface anomalies
•Troubleshoots and tests media formats and presentation for digital audio and video content
• Troubleshoots learning management system functionality regarding interactions with other computer applications and systems

Problems/situations that are referred to this employee's supervisor:
• Selection of technologies and file formats for consistent use within online course websites
•Prioritization of projects and online course website production
• Administrative configuration of learning management system

Job Requirements
Minimum Qualifications
• Requires Bachelor's degree, preferably in instructional technology, web development or related area.
• Two years of demonstrated work experience in an education, or related environment.
• Understanding of the administrative functions, academic programs and requirements of a university.
• Strong written and oral communication skills.
• Strong organizational skills and ability.
• Ability to negotiate.
• Demonstrated technology skills and ability – LMS management, digital audio and video production, web programming, CSS, graphic design, motion graphics, web layout, and cloud storage management.

Performance Expectations: Knowledge, Skills & Abilities
• Thorough knowledge of the fundamentals of writing, grammar, syntax, editorial style, and punctuation, including skill to write in a clear and lively style.
• Thorough understanding of technical language and requirements of the assigned work.
• Thorough knowledge of content management systems and/or relevant web applications used for web site production, and campus-specific computer application programs.
• Thorough skills to create clear, east-to-navigate, informative, accurate, well-designed, and functional web sites that provide web content consistent with the campus message and in keeping with management directives and client objectives.
•Thorough understanding of institutional processes, procedures, and applicable rules and regulations for web communications.
• Thorough technical skills in computer applications for web production, digital audio and video, image handling, motion graphics, graphic design, illustration, presentation preparation, animation, web interaction, and/or other state-of-the-art web communication capabilities.
•Thorough interpersonal communication skills.
• Thorough skills to develop and implement original ideas and correctly identify and effectively solve problems.

Special Conditions of Employment
• Must be able to work flexible hours including evenings and weekends in order to meet project deadlines.
• Must be able to work with all required technologies and tools.
