Position Summary

Under the general direction of the Executive Director, Physical Plant, located in the Division of Facilities Planning & Management, the Director of Maintenance Operations is responsible for the overall maintenance operation services for the University of Wisconsin – Madison campus. The 936-acre campus is comprised of more than 380 buildings containing more than 25 million gross square feet, with 120 of these buildings housing major instructional and research facilities. The Director of Maintenance Operations will lead a team of 200+ skilled maintenance trades personnel, including technical staff and outside contractors, to protect and maintain University assets, assist with construction projects, and promote environmental sustainability.

Goals and Worker Activities

Leadership & Staff Development:

 

  • Serves as a key member of the senior leadership team of the FP&M Physical Plant Department. Works closely with the Executive Director and other FP&M and Physical Plant directors, in developing and implementing strategic plans for the Department and the Division. Supports other directors and coordinates work to ensure efficiency and high quality services across the organization and for the campus community.

  • Develops long-range income and personnel resource planning, based on campus indicators.
  • Monitors workload, service order backlog, and scheduling issues with direct reports to assure compliance with the FP&M mission.
  • Establishes and monitors group Key Performance Indicators (KPIs). Provides timely, effective, and accurate written and oral reports as required.
  • Attend professional development workshops, professional association meetings and conferences to stay current with state-of-the-art methods and practices.

Oversight of FP&M Physical Plant Maintenance Operations:

  • Directs, and is responsible for, all maintenance operations services for the UW-Madison campus, including building and mechanical system maintenance, maintenance related capital projects, trades support for the Campus Renovation Services Team, and trades support for campus utility related maintenance, repair, IT, and emergency work.
  • Develops and implements strategic plans for the long-term maintenance and preservation of the UW-Madison campus, including buildings, equipment and systems, utilities, and other infrastructure elements.   This includes the development, implementation and ongoing support of a comprehensive preventative maintenance program for buildings and equipment.
  • Works closely with FP&M and Physical Plant administrators to develop clear and appropriate standards for facilities services. Resolves customer concerns and manages relationships with the campus and community from a customer service focused perspective.
  • Participates in the UW-Madison sustainability program, and ensures that all maintenance operations are actively engaged in efforts to reduce environmental impacts of campus operations, while supporting the academic and research mission for student education.
  • Establish, review, and control annual operating budget for the maintenance team to reflect University priority maintenance needs, day-to-day operational needs, and emergency requirements. Requires an ability to develop and interpret financial reports, establish and effectively utilize fiscal controls and relate operational activities to financial transactions. Anticipate and forecast needs related to staffing, supplies and equipment.
  • Utilize CMMS technology to develop preventive maintenance plans and maintenance project priorities, to optimize and manage work processes, and to communicate information across the organization and customer base, as required.
  • Develop specifications and estimates for maintenance equipment purchases. Work with FP&M Business Operations and Purchasing staff for procurement of equipment and supplies.
  • Direct the activities relating to back office systems in collaboration with IT services. Ensure systems are maintained to meet business services requirements.
  • Works with other campus units with maintenance responsibilities (such as Housing, Athletics, Research Centers and hospitals) to develop and implement consistent maintenance policies and procedures. Requires an understanding of medical, academic, student housing and athletic grounds’ requirements.
  • Maintains contacts with governmental agencies to ensure compliance with applicable regulations and guidelines. Maintain and produce necessary records and reports. Develop and initiate corrective actions when necessary.
  • Support the emergency response program managed by the UW-Madison Police Department, and implement the FP&M Continuity of Operations Plans (COOP) if required. Participate in planning and communication efforts to ensure appropriate preparation and response on the part of the maintenance work unit.

Knowledge & Skills:

  • Bachelor’s degree from an accredited college or university with major studies in facility management, construction, and/or engineering related discipline strongly preferred.
  • Ten plus (10+) years of demonstrated progressive experience in leadership and management of personnel and programs related to facility maintenance, construction and operations.
  • Strong demonstrated capabilities in planning, budgeting, and management in a large complex institution or organization.
  • Demonstrated leadership, supervision, and management skills, including the ability to effectively motivate work groups and employees around defined and agreed upon common team and individual goals with measurable KPIs. Prior experience working in an OPEN SHOP a plus.
  • Skill in communication: oral, written, active listening, conflict resolution and the ability to deal with difficult and sensitive situations in a positive manner.
  • Ability to establish and maintain effective work relationships, including the ability to negotiate and solve problems with multiple constituencies. Support staff in creating a positive and inclusive workplace.
  • Proficiency with Microsoft Office Suite, and experience with CMMS implementation and database utilization to develop KPIs, which support priorities, decisions, and recommendations.
